'Kemerdekaan negara, semua tokoh ada peranan'

KUALA LUMPUR - Tanah Melayu tidak pernah dijajah secara sepenuhnya oleh British kerana orang Melayu masih mempunyai tempat dalam perkara tertentu, kata pakar sejarah Malaysia Datuk Prof Ramlah Adam.
Beliau berkata, antara bukti perkara itu ialah pengekalan institusi raja Melayu dan peranannya dalam hal ehwal agama Islam serta adat istiadat orang Melayu.
"Meskipun British memegang kuasa pentadbiran di Tanah Melayu pada zaman sebelum merdeka, mereka tidak buang terus peranan raja Melayu yang dianggap sebagai elemen penting terutama sebagai anggota mesyuarat... yang mereka hapuskan adalah peranan pembesar negara seperti Bendahara dan Temenggong," katanya.
Ramlah yang berkata demikian pada Kolokium Sejarah Malaysia, di Universiti Malaya di sini hari ini, mendasarkan pandangannya pada sejarah Tanah Melayu.
Beliau turut menyentuh sejarah penubuhan Persekutuan Tanah Melayu dan perjuangan menentang Malayan Union.
"Semua tokoh sejarah memainkan peranan dalam memperjuangkan kemerdekaan negara dengan pelbagai cara... jadi untuk membina negara bangsa Malaysia yang benar-benar memahami sejarah, kita perlu merujuk dari perjuangan asal tokoh terdahulu.
"Tapi kita harus ingat antara mereka ni ada yang berjaya dan ada yang tidak kerana ada yang guna cara lurus dan ada juga yang belok kanan belok kiri," katanya.
Ramlah juga menyentuh perjuangan Bapa Kemerdekaan negara Tunku Abdul Rahman yang dipilih sebagai pemimpin pertama oleh semua kaum di Tanah Melayu.
Katanya, jika diteliti perjuangan tokoh kemerdekaan Melayu pada zaman dahulu, tradisi berbincang dan bertolak ansur merupakan resepi utama kejayaan mereka mendapatkan kepercayaan dan kuasa memerintah daripada rakyat.
"Sebenarnya tiada beza perjuangan dahulu dengan sekarang.... kekejaman bukan modus operandi yang betul untuk seseorang mendapatkan kuasa dalam sesebuah negara.
"Dulu kita ada parti haluan kanan dan kiri, sekarang ada parti kerajaan dan pembangkang serta tak terkecuali penyokong yang bersifat subversif, tak ada beza.... jadi saya harap sejarah tidak dijadikan politik pihak tertentu untuk kepentingan peribadi mereka," katanya.
Ramlah banyak menulis buku dan menjalankan penyelidikan sejarah selain pernah berkhidmat sebagai pensyarah di Universiti Malaya dan Universiti Teknologi Mara. - Bernama

Grigory Yefimovich Rasputin (Russian mystic)
Rasputin, Grigori Efimovich (1871?-1916), a Russian mystic who exercised almost limitless influence over the imperial court in the decade preceding the Russian Revolution. His interference in state and church affairs and his immoral personal life discredited the monarchy and led to his assassination.
Rasputin was born in a Siberian village, the son of a peasant whose family name was Novikh. His behavior as a youth gained him the nickname Rasputin, which means dissolute or profligate. In 1903 or 1904, he abandoned his wife and children to wander about Russia, claiming that he was following the will of God. He preached that people must sin in order to win salvation through repentance. Though crude, unkempt, and nearly illiterate, Rasputin possessed great self-assurance and an almost hypnotic personality. He dressed like a monk, although he never was one, and came to be regarded as "a man of God" by the peasants.
In 1905 Rasputin was introduced to Czar Nicholas II and his wife, Alexandra, as one who reputedly could perform acts of faith healing. He succeeded in easing the bleeding attacks of their son, Alexis, heir to the throne, who suffered from hemophilia. Rasputin thus won the devotion of the czar and, especially, of Alexandra. Through this relationship, he secured important church and state positions for people he favored, many of whom were ill-qualified. Gradually he came to dominate the church and the imperial court. Meanwhile, his private life was causing scandal.
In December, 1916, a group of discontented aristocrats, led by Prince Felix Yusupov, murdered Rasputin-allegedly to rid Russia of his evil influence. According to the conspirators, Rasputin remained alive after being poisoned, shot, and clubbed; he died only after he was thrown into the Neva River.

Anugerah akademik UiTM 2011 terbahagi kepada dua kategori , kategori utama dan kategori khas . Kategori utama terdiri daripada enam anugerah, iaitu Anugerah Tokoh Akademik, Anugerah Inovasi dan Pengkomersialan Produk, Anugerah Penerbitan Makalah Jurnal, Anugerah Pengajaran, Anugerah Penerbitan Buku, dan Anugerah Seni dan Kreativiti. Penerima Anugerah Tokoh Akademik menerima hadiah berbentuk piala, sijil dan wang tunai bernilai RM10 000. Manakala, empat anugerah utama berikutnya menerima piala, sijil dan wang tunai bernilai RM5000.
Dalam pada itu, tiada pemenang diumumkan bagi Anugerah Inovasi dan Pengkormesilan Produk kerana tiada perincian berkenaan jualan dan bukti untuk menyokong maklumat permohonan. Jawatankuasa juga mendapati projek yang dikemukakan berkaitan produk ini tidak melalui Research Management Institute (RMI).
Sehubungan itu, kategori khas terdiri daripada empat anugerah, iaitu Anugerah Penyelidik Terbaik, Anugerah Penulis Terbaik, Anugerah Penceramah Terbaik, dan e-Pembelajaran. Semua penerima anugerah khas mendapat piala, sijil beserta wang tunai bernilai RM2000. Kesemua anugerah kategori utama dan kategori khas telah disampaikan oleh Pro Canselor UiTM, YBhg Tan Sri Dato’ Seri (Dr) Arshad Ayub. Tambahan lagi, pemenang-pemenang bagi anugerah kategori utama akan dicalonkan untuk Anugerah Akademik Negara.

10 ways to stretch IT budget

As the shadow of economic uncertainty looms over Asia-Pacific, companies may be tempted to freeze or even slash IT budgets, but market observers note that this can be minimized with pre-emptive steps.
According to Lionel Lim, Asia-Pacific president for CA Technologies, the outlook for the region was still unclear. He pointed out the Asia-Pacific is home to many strong domestic markets, and not necessarily dependent on overseas customers. This meant that budgets could well be revised upwards or downwards later in the year as trends became clearer, he pointed out in an e-mail.
However, in case things take a turn for the worst, Sam Wong, advisory partner at Ernst & Young, advised that companies reexamine their practices as early as possible to help themselves ride out future storms.
John Brand, vice president and principal analyst of CIO group at Forrester Research, also emphasized a proactive stance when managing and maximizing IT budgets. He said organizations must first determine what they will need in the future to determine where they can reasonably cut costs now.
"Organizations need to be constantly placing themselves in the best position to reduce costs, and not wait till market downturns occur. Cutting costs should never be a reactive position," he highlighted.
Here are the top 10 ways Asia-Pacific companies can stretch their IT budget dollar to boost their efficiency and agility.
1. Work it out with vendors
According to Brand, most organizations are hesitant to directly approach their suppliers and ask for a better deal. "The old adage, 'you don't get what you don't ask for', is particularly true here. He added that organizations often see centralization or consolidation as a panacea to lowering costs, yet having a few so-called strategic partners may actually introduce greater costs with few quantifiable benefits.
Hence, organizations should constantly reevaluate the market and seek alternative providers which can deliver similar services at lower prices. Even though they may not be selected, having information about potential alternatives can help with contract negotiations in competitive situations, Brand said.
2. Get best of breed
Lim said companies should seek to assemble best of breed by looking for technology or vendors that can bundle the most efficient and available resources from different IT environments. Existing systems may have overlaps in management functionality, service deliveries and other redundancies that can be eliminated through this exercise, he pointed out.
The added bonus is that this shift ensures user satisfaction can be easily addressed, productivity improved, and maintenance costs potentially reduced as well, he said.
3. Move to mobile, BYO
Remote or mobile working and bring-your-own device initiatives can help reduce the investment in assets owned by the organization, making a significant impact on the bottom line, Brand noted."The whole point is to remove as many enterprise IT assets from the balance sheet as possible. It can also reduce the load and cost of providing associated support."
4. Commit to and cross-train IT staff
Wong said upgrading the skills of IT personnel makes them more effective and easily redeployed.
Brand noted that it was not uncommon that training programs were the first costs to be cut in any organization, though this can be "entirely self-defeating". With lower-skilled staff, an organization is inevitably putting its longer-term future at risk, he cautioned. Instead of reinvesting in training programs, companies can lay out a clear roadmap of skills required by staff, which may help motivate them to find and fund their own training, he noted.
Brand added that companies can move IT staff into more business-oriented roles. As the role of IT evolves, and businesses start to make more technology-related decisions themselves, some IT roles can be subsumed or reassigned back into higher-value business tasks, he explained. "[This] doesn't always cut overall business costs, but it does remove IT headcount from the balance sheet and helps gain more value from what you're paying for," he said.
5. Be platform-agnostic
Lim said: "Considering there are not many, if any, data centers with homogenous platforms, it is sensible to look for technologies that enable flexibility and productivity." This will allow businesses to shift resources across platforms easily to achieve greater innovation and growth, rather than stay siloed and bogged with maintenance and operations, he noted.
6. Simulate before you spend
Lim advised: "Before you request-for-proposal (RFP) and request-for-quotation (RFQ), do a simulation [and ask] what exactly are you solving and/or offering?" From the onset, the company must think about optimizing the design and effective deployment of applications and services. This can be done through modeling or simulating what their performance, integrations, security, capacity requirements and costs before any actual investment is made, he said.
A company will then be able to identify the strengths and weaknesses of proposed applications and services without having to need to develop software that must be tested and refined before they go live, he added.
7. Spring clean, and come clean
Companies must look how they allocate their IT budget between purchasing new technologies and maintaining existing ones, Lim said. "Over the years, you may have lots of legacy hardware and software just taking up space or chugging along. Take a good, hard look at what you have. Very often, you may not need to buy more, but manage the existing infrastructure better. Pay for only what you need."
Wong similarly advocated that companies carefully evaluate their IT procurement. This would mean comparing fixed and variable costs. "Does the company really need its own data center? This will call for a decision to buy or lease, and in-source or outsource," he noted.
8. Consider open source alternatives
Companies can also think about using open source alternatives to defray costs, although the reality is that some open source products will suit some companies more than others, Brand said. "Not every organizations will reap the benefits and cost savings from open source, but they should always consider it."
9. Cut down on low priority projects
According to Brand, this is not strictly cost-reduction but cost effectiveness. Organizations may have a long list of strategic and tactical projects, many of which are reprioritized throughout the year, increasing costs and introducing significant business delays. He suggested that by concentrating on only the core business requirements and projects--and sticking to them--costs can be avoided or at least minimized.
10. Try cloud
Wong suggested that companies review their hardware mix and configuration during their next technology refresh cycle, and consider leveraging on virtualization and cloud computing.
Lim agreed, noting that infrastructure-as-a-service (IaaS) cloud services can be one way of gaining more storage or compute power relatively cheaply. In addition, software-as-a-service (SaaS) cloud services can ensure a company uses the latest versions of software applications.

Perkasa cabar Guan Eng debat siapa rasis

PUTRAJAYA - Demam pelawaan agar diadakan debat susulan pertemuan DAP dan MCA kelmarin, berterusan dengan hari ini Datuk Ibrahim Ali mencabar Setiausaha Agung DAP, Lim Guan Eng agar berdebat dengannya untuk menjawab tuduhan bahawa Perkasa pimpinannya sebuah pertubuhan hura-hara selain menjawab siapa rasis sebenarnya.
Sehubungan itu kata Ahli Parlimen Bebas kerusi Pasir Mas ini, sudah tiba masa Perkasa bertindak dengan membuat cabaran itu selepas satu demi satu dakwaan tidak berasas dilemparkan oleh DAP ke atas mereka.
"Sudah sampai masa saya nak ajar Lim Guan Eng ini... saya nak berdebat dengan dia nak tanya siapa yang lebih rasis, siapa yang lebih hura-hara, DAP atau Perkasa?
"Masa debat itu nanti, saya nak dia bentangkan fakta dia dan saya akan membentangkan fakta saya yang boleh menjawab siapa DAP ini sejak (peristiwa) 13 Mei dulu, saya ada semua bukti dan rekod mereka," kata beliau selepas majlis pertemuan Perkasa dengan bekas Perdana Menteri Tun Dr Mahathir Mohamad di sini, hari ini.
Ibrahim juga meminta mana-mana stesen televisyen mengadakan debat berkenaan secara tertutup tanpa penonton, tetapi ditayangkan secara langsung.
"Saya tidak mahu penonton ada di tempat debat sebab tak nak berlaku kekecohan kerana pasti ada penonton Melayu dan Cina, saya tak mahu perkara itu berlaku," katanya.
Beliau menambah, Perkasa juga akan mengambil tindakan undang-undang ke atas Guan Eng, yang juga Ketua Menteri Pulau Pinang, ekoran kenyataannya bahawa Perkasa satu pertubuhan hura-hara ketika perdebatan bersama Presiden MCA, Datuk Seri Dr Chua Soi Lek kelmarin.
"Dia kena tunjuk bukti apa yang huru-hara Perkasa ini, kami (pertubuhan) berdaftar, masa bila kami terlibat dalam demo jalanan? Mungkin kami akan libatkan Ketua Polis Negara dalam mahkamah bila perbicaraan nanti, adakah Perkasa pernah buat huru-hara," katanya.
Dalam pada itu, Perkasa menyambut baik nasihat Dr Mahathir ketika sesi perjumpaan bersama beliau di Yayasan Kepimpinan Perdana Putrajaya, petang ini.
Ibrahim berkata, Dr Mahathir memberi nasihat berkenaan arah tuju kepada Perkasa dari segi metodologi perjuangan orang Melayu masa kini, terutama dalam menghadapi Pilihan Raya Umum ke-13 (PRU13).
"Suka saya nyatakan Perkasa tidak akan sertai kuasa ketiga, kami mahu berdiri sebagai wira berwibawa dan menjadi mata telinga demi kepentingan orang Melayu, Islam dan kedudukan raja-raja.
"Perkasa mahu pada Pilihan Raya Umum ke-13 nanti sekurang-kurangnya dua pertiga kerusi adalah milik kerajaan sekarang," katanya lagi.
Beliau berkata, Perkasa tidak mahu undi berpecah dan berterabur dan oleh itu, kerajaan perlu memperoleh semula kerusi dua pertiga supaya mudah mengubah peruntukan undang-undang jika perlu kelak.

Kelantan vs Petronas: Court sets June 1 for issue of law trial
KUALA LUMPUR: The High Court has fixed June 1 for the trial of the preliminary issue of law, in a civil suit filed by the Kelantan state government against Petronas over oil royalty.
Judge Justice Datin Zabariah Mohd Yusof made the ruling in chambers in the presence of both parties Monday.
In the suit filed on Aug 30, 2010, the Kelantan government named Petronas as the sole defendant for alleged breach of contract relating to cash payments to the state over oil revenue.
In the statement of claim, the state government is seeking, among others, an order to compel Petronas to make full and truthful disclosure of all facts relating to cash payments payable to Kelantan, including for the period when petroleum was produced, found or obtained off the coast of Kelantan, areas or blocks from where petroleum was found and obtained, and the total sum of cash payments that should be paid to Kelantan.

KPT henti pemberian visa ketibaan dan pas lawatan pelajar asing
JOHOR BAHRU - Kementerian Pengajian Tinggi (KPT) akan menghentikan pemberian visa ketibaan dan pas sosial kepada penuntut asing ke negara ini bagi membendung penyalahgunaan pas berkenaan.
Menterinya, Datuk Seri Mohamed Khaled Nordin berkata kementerian itu hanya akan mengeluarkan visa pelajar kepada penuntut asing selepas mereka menerima tawaran daripada Institusi Pengajian Tinggi Awam (IPTA) dan Institusi Pengajian Tinggi Swasta (IPTS) kelolaan kementerian.
Beliau berkata perbincangan mengenai perkara berkenaan dengan Jabatan Imigresen dilakukan dua bulan lepas.
"Mereka yang dikesan terbabit dengan kegiatan jenayah dan penyeludupan dadah kebanyakannya pelajar yang mengikuti program sementara dan pengajian bahasa di IPT yang bukan di bawah kelolaan KPT," katanya.
Beliau berkata demikian kepada pemberita selepas merasmikan Majlis Penutupan Program Mesra Ilmu Siri Tiga anjuran Fakulti Kesihatan Universiti Kebangsaan Malaysia (UKM) di Taman Cendana, Pasir Gudang, dekat sini.
Khaled diminta mengulas saranan Pakar Kriminologi, Datuk Akhbar Satar yang menyarankan supaya KPT mengkaji semula dasar terlalu terbuka pemberian visa dan pas lawatan pelajar bagi membendung negara ini menjadi hab dadah antarabangsa.
Beliau berkata mengikut rekod polis, tidak banyak pelajar yang berada di bawah kelolaan KPT terlibat dengan kegiatan tersebut.
"Pihak pengurusan IPTA dan IPTS juga perlu memaklumkan kepada kementerian jika ada penuntut asing yang mengabaikan pelajaran supaya kementerian dapat menyiasat sekiranya mereka terbabit dengan kegiatan negatif," katanya.- Bernama
